Are mortgage rates high or returning to normal? Here's what to do

 
 


There is no doubt that interest rates are a lot higher than they have been for some time. It can be a shock to the system when it’s time to renew your deal and suddenly you are paying significantly more. However, if we put the current rates into historical context, they still represent good value for money.

Mortgage interest rates
In recent years, interest rates have been exceptionally low. This has caused us to think that the current increases are higher than they really are. According to Moneyfacts, a standard variable rate mortgage in 2020 was 4.90%* and the average five-year fixed mortgage in September 2023 was 5.67%.** The lowest average mortgage interest rate in the past 25 years was in September 2021 at 3.59%, with the highest being 8.87% in September 1998.*** Current forecasts indicate that they will never fall to the ultra-low levels of the past and that they are rebalancing to historically normal levels.

The bank base rate
September 2023 saw a bank base rate of 5.25% which represents a significant decrease from rates of 17% in 1979, 13.88% in 1990 and 7.25% in 1997. Base rates have risen since February 2022 (0.50%.****) and may rise again, but only slightly, and this should not significantly impact mortgage interest rates. The good news is a falling inflation rate of 6.8% in September 2023 will help to lower interest rates.****

More support
Nowadays, there is more you can to than ever to combat rising mortgage rates. Mortgage support such as interest-only payments and longer terms help a lot of people adjust to more normal rates. In the past, there was little or no assistance, which led to a less stable market. More stability makes for a healthier, predictable housing market which allows you to move between homes without sudden changes. This, in turn, means you can get on with making your move today and feel more secure.

Mortgage options
There are also plenty of products and options to choose from such as porting. This means you can buy a new property with your existing mortgage. When you have to ask permission from the Community of Owners to have work done on your house in Spain

 
 

 
Sometimes your villa or apartment in Spain needs a bit of a spruce up, so you think you’ll redecorate a bit and do a bit of building work while you’re at it. Maybe paint the outside or change the doors. 
 
But be careful, because there are some types of home renovation work that you must ask for permission to carry out from the community of owners first. Before you do anything it is compulsory, as stated in the Horizontal Property Law, to contact your Community Administrator, who will inform you about the steps to be taken.
 
If you live in an apartment building, residential urbanisation or other community, the owners’ management group on big Resorts or the President on small communities is in charge of certain communal tasks, such as approving changes to homes within the bounds of the community. This is because they will be interpreting the Statues with the assistance of the Community Administrator.
 
Essentially, it boils down to anything that alters or affects the common areas of the property, as well as changes to the façade, load-bearing walls and similar, but in all cases you would do well to consult the statutes and regulations laid out in the rules set by the community of owners itself.

Closing in your terrace
For instance, to put in a conservatory you need permission not only from the community of owners but perhaps also from the local municipal council. This is because this type of renovation alters the common elements of the community and the municipal area, changing the appearance of the building’s exterior façade. As such, permits will normally need to be requested, although it will of course depend on what is included in the statutes of the community of owners. If you close off the terrace or balcony space to make a conservatory without asking for permission, you could be in breach of the law and may be liable to be sued for an urban planning violation, having increased the built area of your home. Besides this, remember that it could be a problem once you decide to sell your property if you have not asked for the necessary authorisations and the buyer requires them.
 
Pergolas and awnings
Another change that you will often have to ask permission for from the community of owners and possibly even the town hall is the installation of pergolas, awnings or any other element that may affect the aesthetics of the building’s exterior.
Most communities like to set out a series of rules regarding the design, colour and model of awnings that may be installed in order to give the neighbourhood a uniformity and harmony, so you cannot necessarily just go ahead and put in any old type you want.
 
Air conditioning
Giving permission for the installation of air conditioning systems that go on the outside of the building is not automatic as this still needs to comply with community bylaws. However, any deviations to the community bylaws would need permission, and will need a possibly unanimous vote by the community to approve, unless this was for adaptive living rights under disability protections or other exceptions included in the Horizontal Property Law.
 
Painting your house
Painting the façade of your home is also an alteration of the community’s common elements, so the Horizontal Property Law (LPH) establishes that this change must be submitted to the consensus of the rest of your neighbours. Furthermore, as it is considered a major work, it will also be necessary to present the project to the town council and obtain a building permit.
 
Changing the doors
Changing the main entrance door to your house or villa does not require the permission of the rest of your neighbours, as a general rule. However, if you want to make the doorway bigger or put it in another place, you will need permission. Before making any changes, you should consult the community statutes just in case, since some communities do stipulate agreements about changing the doors.

In 2021, just 8,713 homes were gifted to loved ones, a drop in the ocean within the property market in general. However, a real change has come about since several regions like Andalucía and Madrid have adopted new tax laws which suppress inheritance and gift tax, making it a lot cheaper to donate a property. Receiving a property as a gift is very different to inheriting one, since in the case of a donation both parties are still alive. Nevertheless, both are governed by the Inheritance and Donation Tax Law and in Spain, both the donor and the beneficiary will have to pay some expenses.

Under 40? You can now get tax rebates and help to buy a house in Murcia

 
Congratulations, you just got a bit younger! As of today, the legal definition of a ‘young person’ in the Region of Murcia has just been changed to under 40.
 
The Regional government made this decision as it relates to financial assistance that is available to young people to help them find employment, buy a house and consolidate.

They are extending the measures that are currently in place under a new "strategic youth plan" for the period 2024-2027 so that young people in the Region of Murcia will be able to take advantage of up to 60 different support measures that have a total budget of 77 million euros.
 
There are three types of financial measures divided by age group:
 
Under the title "Comienza" ("Start"), people aged between 14 and 24 years old can get financial aid to pay for trips and summer camps, take part in "healthy leisure activities" and access mental health support, among other things.

The second type is for people aged between 25 and 30 years old and falls under the title "Actúa" ("Act"). This includes measures aimed at getting employment or access to European professional programs to help with maintenance until they can begin to earn a salary.

Finally, the "Gana" ("Earn) type is aimed at what President Fernando López Miras called "more mature youth", between 31 and 40 years old, to support them in"consolidating a full life".

In this way, measures already in force such as guarantees on mortgages for property purchases, financial aid to help buy a home in municipalities with less than 10,000 inhabitants, financial help to rent a home, deductions on your personal income tax (IRF) and a reduction in property transfer taxes for the purchase of a home.

 

López Miras said at the presentation of the scheme this Friday January 19 that "we are the youngest region in Spain, and we must also be the best region to be young in," which is why young people are "an absolute priority" for his team. He joked that, as of this Friday, he himself is "officially young" since he is exactly 40 years old.
